Restoring an old hot wheel toy car?

I have found an old Hot Wheel car in the dirt while digging a small pond. It is a General Lee, from my favorite show, The Dukes of Hazzard. I have one just like it, the only difference is the one I found is much heavier and the hood opens and closes. I've soaked the car in warm soapy water and it got most of the dirt out. The paint is in perfect condition. The inside of the front and back windshield are absolutely filthy though. I've tried using a damp q-tip and a toothpick with the sharp part broke off to clean it, but it doesn't work. The wheels are not rolling the best that they could. Can I use WD-40 on the wheels and body so they don't rust and the wheels roll more smoothly? How can I clean the inside of the front and back windows? Can I soak the car in white distilled vinegar or will it ruin the pain?
