When doing a policy brief, can you quote individuals from a news paper?

I am doing a policy brief on Iraq, which I have to yze the current situation in Iraq. I am wondering if I can quote an individual from a news paper article, like a normal public person being quoted by the article's author. Can I do that, or is it improper?
