Why didn't Brian Clough become the England manager?

i am not very clued up when it comes to soccer as rugby is my game, however i am not unaware of certain aspects of the game and one of them is that the FA are not interested in people they cannot have an influence over. in other words they prefer someone they can control, Brian Clough definitely did not fit there bill.
